Application scientists need to:

1. Modify code, re-compile and re-run with new parameters; this is because
LEAD needs to be dynamically adaptive, on-demand, Grid enabled which can change
configuration rapidly and response to weather. Important: Scientists need to
change code and input parameters, recompile code and re-run. This is an
iterative process

2. Write wrapper code for launching workflows

3. Install applications on multiple sites

using this as a use case
