"f2c" is an external program, not written or developed by the Sage++
group. Many system administrators install it as part of the
"standard" unix environment. Originally, it was written by S. Feldman
at AT&T.
S. I. Feldman and P. J. Weinberger, `A Portable Fortran 77
Compiler', UNIX Time Sharing System Programmer's Manual,
Tenth Edition, Volume 2, AT&T Bell Laboratories, 1990.
It is available from many FTP sites. You should probably use "archie"
to find one close to you. It is not required for f2dep to work, but
does help validate the parser, etc.
